Gaye Hechme

As Managing Director of Island Living Investment Services, Gaye Hechme is the first point of contact for many of our clients. She has considerable knowledge of Antigua’s CIP application process, having served as a member of the Antigua and Barbuda Citizenship by Investment Task Force.

Ms Hechme also oversees the operations of the ILIS sister company, Island Living Caribbean Real Estate, and carries with her a large network of officials and industry leaders at local, regional and international levels in both private and public sectors. She currently serves on the board of the Antigua Hotels and Tourism Association. Additionally, as former Managing Director of Caribbean Developments (Antigua) Limited handling the daily operations of Jolly Harbour for more than seven years, Ms Hechme has a wealth of experience in marketing, management and the development of residential and commercial real estate.

Luivena Moitt

Luivena is the Senior Client Advisor at Island Living Investment Services and has more than 10 years’ experience working in the investment migration industry.

Over the years, Luivena has gained a wealth of knowledge in the industry and continues to work very closely with the programme’s stakeholders. Her work history and personal work ethics allow her to build and maintain exceptional relationships with clients and stakeholders alike, which has contributed to the success of the company. Luivena is currently pursuing a project management certification through the University of the West Indies and continues to look for opportunities for further development.

Sharon Harris

Sharon joined Island Living Investment Services in 2014 and is currently the Executive Secretary to the Managing Director.

Having worked in the local property market for over 30 years, she brings a wealth of experience in residential and commercial real estate.

Danielle Bennett

Danielle is responsible for the financial operations of the company.

She is a member of the Association of Certified Chartered Accountants (ACCA) and holds a Bachelor of Science in Accounting with First Class Honours from the University of the West Indies. Her mission is to continue to develop her career in order to enhance her service both to ILIS and her community.

Roy Joseph

Roy joined the ILIS team in 2014 as an Administrative Assistant. He is a Certified Accounting Technician with over 10 years in the accounting/auditing field.

While he still operates in the capacity of Administrative Assistant, he has also been appointed Client Advisor and, more recently, Compliance Officer for the company. Mr Joseph recently became certified in the compliance field upon completion of the CAMS examinations in August 2017, qualifying him as a certified anti-money laundering specialist.

Known for being a stickler for detail, he adds a keen eye to the processes that ensure the company operates in an environment that is compliant in this ever-changing world of money laundering and terrorist financing.

What is the Citizenship by Investment Programme in Antigua and Barbuda?

The Citizenship by Investment Programme in Antigua and Barbuda allows eligible individuals and their families to acquire citizenship through investment in the country's economy.

What are the investment options available for obtaining citizenship?

The investment options include contributions to the National Development Fund, University of the West Indies Fund, Investment in Real Estate, and Business Investment.

How much do I need to invest to qualify for citizenship through the National Development Fund?

To qualify for citizenship through the National Development Fund, applicants must make a one-time contribution starting at US$100,000 for a main applicant or family of up to four persons.

Can I invest in real estate to acquire citizenship, and are there any restrictions on resale?

Yes, investing in designated, officially approved real estate with a value of at least US$200,000 is an option for citizenship. Resale is restricted until five years after purchase, unless an alternate approved property within Antigua and Barbuda is purchased.

How can I apply for citizenship through business investment, and what are the requirements?

Applicants interested in business investment should contact the Antigua and Barbuda Investment Authority (ABIA) to discuss their proposal. Upon approval, applicants proceed with the citizenship application process, similar to other options.

What is the University of the West Indies Fund option, and how does it differ from other investment options?

The University of the West Indies Fund option requires an investment of US$150,000 (including processing fees) for a minimum of six family members, with additional fees for each family member that takes the application to seven persons or more. Participation grants one family member a one-year tuition-only scholarship at the University of the West Indies.

What fees are associated with the Citizenship by Investment Programme, and when are they payable?

Fees include government processing fees, due diligence fees, and investment contributions. Due diligence fees and partial processing fees are payable upon application submission, with the remaining fees and investment amount due upon approval.

Are there any language requirements for the submission of the applications?

All documents not in English considered part of the application must be translated and all forms must be competed in English.

How long does the application process typically take, and when can I expect a decision?

The standard application process takes three to four months, though it may vary depending on individual circumstances. Applicants can expect to receive an update from the Citizenship by Investment Unit (CIU) in about 90-120 days from submission.

Once approved, how do I receive my citizenship documents?

Once the citizenship documents are received, we will contact the applicant to make arrangements to hand them over.

Is there an interview process attached to the application process?

Yes, the interview forms part of the due diligence process and is conducted virtually following the completion of the investigative component of the due diligence process.

How long is the Antigua and Barbuda passport valid for?

Each applicant will be issued a five-year passport and upon the end of the five-year period the passport can be renewed.

Are there any other requirements?

Antigua and Barbuda passport holders are required to spend five days in Antigua during the first five years of their citizenship. Also required is that the Antigua and Barbuda Oath of Allegiance be taken – this is usually done during the five days of stay.
